Of Counsel

Ms. Pearl Keng is Of Counsel to Oliver-Zhang Law.  Ms. Keng joined Oliver-Zhang Law in 2018. Her practice focuses on family law, immigration, Medicaid regulations, and defense of civil prosecutions stemming from violations of professional licensing requirements.

Litigation Experience

Ms. Keng was recently a special assistant attorney general at the Office of the Attorney General for the District of Columbia. She provided litigation support to District agencies, such as Alcohol Beverage Control Board, Board of Nursing, Board of Medicine, and other D.C licensing boards. Ms. Keng litigated liquor license violations, professional health care provider license infractions, District sign permit violations, recoupment of Medicaid expenditures, recovery of damages from destruction of District property, and employment discrimination matters.

Prior to joining the Office of the Attorney General, Ms. Keng was an attorney-advisor with the Department of Health Care Finance in which she defended over 100 contested fair hearings before administrative law judges at Office of Administrative Hearings.  Ms. Keng possesses knowledge of Medicaid practice and procedure.

Ms. Keng was in private practice for many years as a partner in the law firm of Sandoval and Keng, PLLC.  Her case work involved family law, construction defense litigation, bankruptcy, and litigating contract disputes.

Representative Litigation

In the Matter of Zhou, Liping, Case No. A208-019-337, U.S. Department of Justice, Executive Office of Immigration Review, Immigration Court, Arlington, Virginia – matter involved DHC / ICE detention of immigrant and bond hearing.

In the Matter of William Wells, RN, No RN966065 – Government of District of Columbia, Department of Health, Board of Nursing – represent the District to enforce civil penalties against registered nurse engaged in diversion of controlled substances.

In the Matter of Fetlework Wolde, t/a Ethiopia Restaurant, March 2016, Show Cause Hearing, Alcohol Beverage Control Board – represent the District regarding enforcement of liquor license requirement to file quarterly statement.

Vanegas v. D.C. Department of Health Care Finance and Chartered Health Care, Inc., Case No. 2012-DHCF-00256, District of Columbia Office of Administrative Hearings – defend District’s interpretation and implementation of new policy procedures regarding hospital billing.

In Re C&C General Builders, Inc., Case No. 12-10849 RGM, United Bankruptcy Court for the Eastern District of Virginia, Alexandria Division – Defend corporate debtor against allegations of fraud and corporate veil piercing. Bench trial held.

Dodd v. Giron et al, Case No. 2008 CA 006447 B, Superior Court of the District of Columbia – contract dispute regarding moneys owed and issue of whether superior court retained jurisdiction despite an agreement to arbitrate between the parties.

Kevin R. McCarthy, Trustee v. Carlos Giron et al, Case No. l:13-cv-01559-GBL-TCB, U.S. District Court for the Eastern District of Virginia, Alexandria Division – appellate work (brief and oral argument) regarding bankruptcy trial.

Community Service

Ms. Keng currently maintains an active pro bono practice, in which she assists pro se plaintiffs and defendants at the District of Columbia, Family Court, Self-Help Center on all aspects of family law, including divorce, child support, alimony, custody, and court procedures.
